Is this today's Oz comic?

Yeah, yeah, it's been a while since I posted last. What can I say but I've been busy! But here are a couple of questions about today's Strange Brew:

1. What the heck is going on in this comic? I just don't get it. (The comments were no help, especially when they devolved into partisan bickering over the Presidential race!)
2. Does the inclusion of a monkey in a bellhop costume automatically make it an Oz comic?
